Different compensation for copywriting vs. proofreading jobs based on Wordcount, why?

Whereas Copywriting projects are compensated by the actual wordcount of a project (e.g. 192 Words).
Proofreading services are always compensated by the maximum wordcount (e.g. 200 words) of a project to guarantee the quality of the texts.
